The purpose of the negotiations is to conclude a strengthened Partnership between the European Union (EU) and its Member States of the one part, and the countries of Africa, the Caribbean and the Pacific of the other part. The new Agreement is envisaged as a comprehensive partnership with the aim to strengthen the relations between the Parties and generating mutually beneficial outcomes on common and intersected interests.

The Director-General for International Cooperation and Development of the European Commission, Stefano Manservisi, this week on the Cape Verdean island of Sal signed off on additional funding of €10 million in budget support to Cabo Verde (Cape Verde), according to a statement from the delegation of the European Union in the West African archipelago.

This proposal is made in the context of the Multiannual Financial Framework (MFF) 2021- 2027 as outlined in the communication ‘A modern Budget for a Union that Protects, Empowers and Defends – The Multiannual Financial Framework 2021-2027’1 from the Commission to the European Parliament, the European Council and the Council, the European Economic and Social Committee and the Committee of the Regions.

According to Ministry of Foreign Affairs and Trade CEO Peseta Noumea Simi, Samoa and Papua New Guinea will represent the Pacific at the Ministerial level central negotiating for the post-Cotonou agreement. He said Samoa is in the technical negotiating team for pillar two on development cooperation.

Ministers of Foreign Affairs from the Community of Latin American and Caribbean States (CELAC) and from the European Union are in Brussels to discuss common priorities and challenges. "Building bridges and strengthening our partnership to face global challenges" is the theme of the meeting. In her opening remarks, the High Representative/Vice-President Federica Mogherini stated "our people share many of the same principles and the same interests.''
