According to Kenyan Foreign Affairs Ministry Principal Secretary Karanja Kibichio, Kenya and other East African countries are in the final stages of negotiating an Economic Partnership Agreement (EPA) with the European Union (EU). M. Kibichio  said that six out of the nine contentious issues had been agreed upon and the remaining three would be dealt with by next month.

A new gateway to climate change knowledge relating to Africa, the AfriCAN Climate Portal, is launched. AfriCAN Climate is a project co-funded by the European Commission within the 7th Framework Programme. The project was launched by a consortium of 5 African and 5 European organisations - Enda Energie, FANRPAN, University of the Witwatersrand, World Agroforestry Centre, ICPAC/IGAD, Imperial College, P.A.U Education, UNEP Riso Centre and Practical Action - and runs from October 2011 to September 2014. Its objective is to encourage project developers and stakeholders to learn and benefit from Africa’s challenges and success stories.

The European Parliament backed laws to help prevent alien species of plants and wildlife from entering Europe and limit their spread in the event they do. The new law seeks tougher border controls, to introduce an early warning system and to ensure rapid response and management of any invaders, such as tiger mosquitoes and demon shrimps. Non-native plant and animal life are estimated to cost the European Union €12 billion a year in damage and control costs. They compete with European species for food and disrupt their habitats.
