The Brussels Development Briefing n.45 on the subject of “Smart and Affordable farming solutions for Africa, the next driver for agricultural transformation” will be  held in Brussels at 09:00-13:00 on 13th July 2016 at the Albert Borschette Congress Center, Room 1.A (Rue Froissart 36, 1040 Brussels).  This Briefing is being organised by the ACP-EU Technical Centre for Agricultural and Rural Cooperation (CTA), in collaboration with the European Commission, the the European Commission / DEVCO, the ACP Secretariat, CONCORD, CEMA, Agricord and the PanAfrican Farmer’s Organisation (PAFO).

The CTA Brussels News Service is providing EU-ACP policy news since 2004, on various key thematic areas. In addition to this news service, we also provide news on ACP intra-regional trade, and south-south cooperation (investments of emerging countries' in agriculture in the ACP regions). The main stories for the week are featured in our newsletter and all stories can be found in our Regional Trade and the South-South cooperation sections.

The European Union and Cuba held seven rounds of talks - two in 2014, four in 2015, and one in March 2016 - on a political dialogue and cooperation agreement (PDCA) covering political, trade, and development issues. The new cooperation agreement, which has to be officially approved by EU governments, would replace the 1996 Common Position. In 1996, the EU adopted a Common Position on Cuba, stating that the objective of EU relations with Cuba included ecncouraging "a process of transition to pluralist democracy and respect for human rights and fundamental freedoms".

The EU commission wants to finance foreign armies as part of a larger effort to stop people from fleeing to Europe, including in countries with patchy human rights. A commission draft proposal released on Tuesday (5 July) spells out reasons why it is "necessary to provide assistance to the militaries of partner countries". Some €100 million that were initially slated for development aid will be diverted to finance military-led border control exploits and other initiatives like mine-clearing. The EU money can also be used to finance anything from troop transport vehicles to uniforms and surveillance equipment.
