François Hollande confirmed on Tuesday that the French Development Agency (AFD), which provides French public aid to developing countries, would be “integrated” within the Caisse des Dépôts (CDC - Deposits and Consignments Fund). “I have decided to integrate the French Development Agency within the Caisse des dépôts et consignations", he stated before 6,000 CDC employees meeting at the Grand Palais in Paris for the bicentenary of this institution. "This major reform will be started in the first quarter of this year with the discussion of a law in Parliament", explained the French president.

The European Commission reached a significant decision this month -- motivated in part by clear evidence of European vessels illegally fishing in Liberia -- to adopt more stringent regulations that will bring transparency to the murky business of flagged vessels fishing in distant waters. “The industrial fishing community is smaller than you might think,” said Stephen Akester, fisheries management adviser to the Bank’s West Africa Regional Fisheries Program (WARFP).

The EU dedicates substantial resources to assisting the development of the world’s poorest countries. The amounts scheduled to be made available for development and cooperation over the 2014­20 period are €19.6 million through the EU general budget, and €30.5 million for ACP countries through the European Development Fund. To establish the credibility of development assistance, it is essential that the results achieved with these resources can be demonstrated. Recently, there has been renewed interest from both the European Parliament and the Council in shifting the focus of EU development and cooperation policies from activities to results.

Fiji's drought-stricken residents in the Western Division are set for some relief with the delivery of water tanks. The European Union has provided over a million euros to Fiji which will fund a new emergency operations centre and help the supply of water to dry parts in Nadi, Nadroga and Ba provinces, as well as out to the remote Yasawa islands. The Director of the National Disaster Management Office, Akapusi Tuifagalele, says a low pressure system has brought rain recently to relieve residents but the drought is expected to last until the end of March.

Because of its economic and agricultural potential but also the high rate of food insecure people and its vulnerability to climate hazards, including drought, the Department of Northeast is the subject of special attention of the Organization United Nations Food and Agriculture Organization (FAO) and the European Union (EU) that have introduced in January 2013 a project to improve food security in the Department. This project whose closing was scheduled for the end of 2015 has been extended for 12 months. The four communes of Northeast Department targeted by the project are: Ouanaminthe, Fort Liberté, Ferrier and Capotille.
