The Committee on World Food Security (CFS) today endorsed a set of far-reaching global guidelines aimed at helping governments safeguard the rights of people to own or access land, forests and fisheries. The new Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security outline principles and practices that governments can refer to when making laws and administering land, fisheries and forests rights.

COLEACP is strengthening its contribution to the development of aquaculture in Kenya. The EDES programme is helping the authorities to set up a system for the monitoring and control of animal health in aquatic farming. As freshwater aquaculture is developing rapidly in Kenya, new challenges for the sector are emerging. The most urgent is animal health and its possible impact on human health.

The Council adopted a regulation on the European maritime and fisheries fund (EMFF) replacing the existing European fisheries fund (PE-CONS 20/14) following a first reading agreement with the European Parliament. The Romanian delegation abstained. The regulation on the EMFF is the last of the three texts of the Common Fisheries Policy (CFP) reform "package" which consists also of a new basic regulation for the CFP and a new markets regulation. The two last regulations were adopted by the Council in October (regulation 1380/2013 and regulation 1379/2013) after a first reading agreement with the European Parliament. The EMFF is the last of the European Structural Funds adopted for the financing period 2014 to 2020.
