Rural electrification: a 100 billion program

An estimated 100 billion CFA francs rural electrification emergency program is under way in Senegal. According to the Minister of Energy, Maïmouna Ndoye Seck, the bjective of this program is to reach 60% coverage rate in rural areas.  
"This rural electrification emergency program, with its ongoing projects, was designed to reach an objective of 60% by end of 2016 set by the Head of State (Macky Sall)", said Mrs. Seck during a meeting on the situation of the energy sector in Senegal.   
CEOs of SENELEC, African Refining Company (ARC), Senegalese Agency for Rural Electrification (ASER - Agence sénégalaise pour l’électrification rurale), National Agency for Renewable Energies (NARES) and the President of Regulatory Commission in the electricity sector (CRSE - Commission de régulation du secteur de l'électricité) participated in this workshop.
Heads of consumerist associations and several technical and financial partners, including the World Bank, the International Monetary Fund (IMF), the European Union (EU), the African Development Bank (AfDB), the German Development Cooperation (GIZ) also took part in the meeting.
The Minister of Energy has highlighted the disparities in the coverage of the rural electrification network with departments that do not exceed a rate of 5%.
"That is why this emergency program aims to rebalance rural electrification between departments.  She pointed out that a minimum electrification rate of 30% was set for each department.”
According to the Managing Director of ASER, Antou Guèye Samba, this emergency program includes 2,200 new villages.  
"But this is not a paradigm shift or policy. This emergency program complements the ongoing projects so far," said the Minister of Energy.
