Philippe Van Damme, representative of the EU: “Things are moving”

Philippe Van Damme, representative of the European Union in Guinea, received a pool of journalists, including Guineenews, at his office a few days ago.  Here, we decrypt the main points of his casual interview.
Guinea has just set up its National Assembly and today we would like to know the partnership status between the EU and Guinea…
Ph. Van Damme: As you know, last year, after the organisation of the elections, at the European Council level, we decided to lift appropriate measures under Article 96 of the Cotonou Agreement. Which basically means that we have released the only funds of the 10th EDF. The former Ministry of Finance, Mr. Yansane was in Brussels in late January to sign a financial agreement related to the 10th EDF. Therefore, we are in a full normalization of the cooperation with Guinea, with a 10th fully committed EDF and the launch of an 11th EDF plan. The 11th EDF will cover the period 2015-2020. If the 11th EDF is committed, are the amounts released?
Ph. Van Damme : As I mentioned, we have committed funds in December. We signed the financing agreements (...) in late January. We are in a phase of preparation and implementation. The implementation is done in phases: we must prepare the tender documents, launch tenders and select companies (...). This is something that takes quite some time. Basically, programs developed in late 2013 will begin during the course of 2014.
