DEVE Committee aims for responsibility in middle-income countries

According to MEPs on the Development (DEVE) committee, emerging economies should be encouraged to allocate more of their revenues to social programmes through EU development aid, with an eye towards gradually reducing the latter.
The committee notes that 70 % of the world’s poor live in middle-income countries and deplores the fact that, even in the emerging economies, they still lack access to education, healthcare and other benefits of economic growth.  
Speaking of  official development assistance (ODA) commitments, rapporteur Charles Goerens said: "The Commission should negotiate a roadmap for the gradual reduction of ODA with middle-income countries. EU development policy should strive to make countries that still receive development aid more responsible for their own people.”
