FPAs: Perfect scenario for illegal fishing?

According to WorldFishing, the so-called FPAs (Fisheries Partnership Agreements), may be creating the perfect scenario for illegal fishing activities. In the course of the 7th International Forum on Illegal, Unreported and Unregulated (IUU) Fishing, which recently took place  in London, UK fisheries minister Richard Benyon said that  European policy makers are concerned about some of the FPAs between the EU and African countries. Additionally,  Mr Benyon hoped the expected reforms of the Common Fisheries Policy (CFP) address these failings.
Notably, UK fisheries minister stressed: “[…] we must prove the evidence upon which FPAs are based, ensuring that there’s good analysis and monitoring of the stocks in third-countries […] The control at EU level must be equivalent to that of vessels fishing in EU waters. This will help us to prevent the IUU activities of EU vessels in other waters.
