Germany: More targeted and more effective use of development funds

With its new list of cooperation countries the BMZ is putting into practice yet another point set out in the Coalition Agreement, namely to focus on working with a limited number of countries within the context of bilateral development cooperation and the European and international division of labour. In the future, instead of working with 58 countries, as was the case at the start of the present legislative period, there will be just 50 developing countries where the Ministry is engaged in bilateral country programmes with the full spectrum of official development assistance instruments. The criteria for cooperation set forth in the Coalition Agreement (good governance, poverty and need, significance of German assistance, sources of danger and strategic partnerships) were referred to when amending the list of countries. Political considerations (including human rights, global public goods, special treatment for fragile and post-conflict states, German interests and aspects of the EU division of labour) also played a part in the decision process.
