The European Parliament strengthens the right to food

The European Parliament this week passed a report by German MEP Gabriele Zimmer on global food security in which it gave strong backing to the implementation of the right to food in the EU and in the world. The Parliament thus calls for “urgent steps to […] make the right to adequate and nutritious food a reality”. In this context, it urges the Commission and member states to “take concrete action to effectively tackle financial speculation on grain and food”, and in particular to restore global food stocks.

With regard to the EU’s farm and fisheries policies, the Parliament demands that the EU phase out all its export subsidies and “carry out a CAP impact assessment that will analyse its external impact on food security in developing countries”. MEPs would also like to see a removal of the EU’s barriers to trade and efforts of the Commission to bring the reform of the Common Agricultural Policy and of the Commission Fisheries Policy into line with its development policy objectives.

The Parliament also wants to see ACP agriculture strengthened. MEPs thus highlight the importance of “allocating an appropriate share of EU overseas development assistance to the agriculture sector” and appeal to the Commission and member states to “target their investment more closely on the agricultural sector in order to provide local people with a reason not to move elsewhere”.
