Report on EU-Africa fishing agreements

On 6 April, France's Economic, Social and Environmental Council published a report on fisheries partnership agreements (FPA) between the European Union and African states. As part of its review of the Common Fisheries Policy (CFP) post-2013, the European Commission published a Green Paper followed by a period of consultation that was open to all European citizens. The Paper raises the question of the future of FPAs, many of which are currently being renegotiated or will be in the next three years. In addition, 2010 marks the beginning of a long series of debates within the Council and the European Parliament followed by fierce negotiations that will lead by joint decision to the adoption of the next CFP review.The Economic, Social and Environmental Council has therefore put forward its own contribution to the debate in order to maximize the benefits of the partnership framework under the FPAs. Taking into account the advantages and failings of the current agreements, the CESE aims to situate its analysis in a broader context, given the global challenges that are directly affecting fishery activities, including the depletion of ecosystems and stocks; intensified competition between fleets; the rise of illegal fishing; threats to food security; and poverty reduction.
