Africa Capacity Report 2014

The 2014 African Capacity report highlights the capacity imperatives for regional integration in Africa.  The report identifies the key challenges standing in the way of regional  integration, notably overlapping memberships, limited financing, uneven commitments, and slow implementation. In comparison to the Eu, the report shows that’s although African RECs have numerous treaties, countries often lack enforcement capacity e.g. the required number of staff, the mobilization of resources, the coordination of activities, the conduct of research, the sharing of knowledge, and the monitoring and evaluation of projects, programs, and plans. The report's results provide a compelling case to support the efforts of capacity building throughout the continent; on all levels support is needed for institutional capacity, organizational capacity and individual capacity building. This is key to achieving the African Economic Community in the long term and effective coordination between national and regional strategies in the short term.
