EU launch of INFORM – the new tool for shared risk analysis

On 02nd December 2014, the European Commission’s DG DevCo Info Point organised a lunchtime conference to present the new INFORM – Index for Risk Management New tool for shared risk analysis – platform. Ms. Denisa-Elena Ionete, Head of Unit of DevCo (07) Fragility and Crisis Management opened the conference highlighting the importance of INFORM, as the first global tool for managing and identifying risk. Ms. Julia Stewart-David Deputy Head of Unit of ECHO (A3) Policy and Implementation Frameworks and Ms. Hana Kolic Policy officer, ECHO (A3) co-presented the INFORM system.

Launched just two weeks earlier in Geneva, INFORM is the first global and open-source tool of its type to specialise in measuring the risk of humanitarian crises or disasters occurring in a given country or region. As a common evidence based platform, it has risk profiles for 191 countries, which can be measured against 50 different indicators. The three main dimensions of measuring risk include (i) hazard and exposure, (ii) vulnerability and (iii) lack of coping capacity. This can be categorised further with additional indicators, including several categories (such as natural, human, socio-economic, vulnerable groups, institutional and infrastructure) and thereafter a number of more specific components. While INFORM is not exhaustive, it can complement existing indicators – such as HDI – and facilitates a common approach to managing risk and resilience on a global scale.
