Africa: is European protectionism an impediment to globalisation?

The non-tariff measures (NTMs) are intended to protect human life, fauna and flora. However, their excessive use, since the creation of the WTO, suggests that the NTMs constitute disguised protectionism on the part of Western countries. On 29 August, the dispute settlement body of the World Trade Organization (XTO) began reviewing the implementation of its recommendations in the European Community and the United States in relation to their distortionary measures regarding trade in biotechnology products and subsidies respectively.

The non-tariff measures (NTMs) (sanitary and phytosanitary measures, technical measures, certificates of conformity and other technical measures) are intended to protect human life, fauna and flora. But, their excessive use, since the creation of the WTO (1994), suggests that the NTMs constitute disguised protectionism on the part of Western countries, and as a result they prevent Africa from participating economically in globalisation. How?
